Professional Experience Review 

Senior Auditor, New York State Crime Victims Board, August 2005 – June 2009:  Learn and understand the personnel and financial / budget structure to provide optimal support for Victim Advocacy Programs (VAPs) that provide services for crime victims, including reasonable costs for personal services, variable and fixed costs incurred, and staff skills and background needed in fulfilling roles.  Examine budgeted items and expenditures in budgets and cost reports, looking for (1) items inconsistent with the use of federal Victims of Crime Act; (2) appropriate job roles, assignments and budgeting for VAP staff; (3) CVB’s regulations for dissemination and use of CVB funding; and (4) evidence of waste or fraud.  Train and assist grantee fiscal personnel to complete and submit required reports; work with the program monitor and other CVB staffers to resolve VAP operational and fiscal issues.  Participate in continuing education and research relating to the services to victims of crime and to the duties of the CVB audit and related functions. Research and implement systems and database design / construction for internal and external business process and reporting needs.  Understand the roles and methods used -- and the background, education and skills needed – in the service of helping crime victims return to normal lives, while ensuring crime enforcement personnel obtain the information support necessary to bring suspected criminals to justice.
